Signal’s leadership is raising a quiet but serious warning about where AI is heading next. As more companies push toward agentic AI systems - tools that can act independently, make decisions, and execute tasks - Signal argues the risks are being underestimated. Not just bugs or errors, but deep security and surveillance concerns baked into how these systems operate.
The concern isn’t hypothetical. Agentic systems require broad access to data, permissions, and context to function well. That combination, Signal says, creates new attack surfaces and new incentives for misuse, especially when these agents are deployed at scale.
Why Agentic AI Changes the Risk Model
Traditional AI tools respond to prompts. Agentic AI systems go further. They can monitor environments, decide when to act, chain multiple actions together, and operate continuously without human oversight. That autonomy is the selling point. It’s also the risk.
Signal’s leadership has pointed out that systems capable of acting on behalf of users often need persistent access to messages, files, contacts, and external services. If compromised, or if poorly governed, an agent doesn’t just leak information. It can actively use it.
From Assistance to Surveillance
One of Signal’s sharper warnings is about surveillance creep. An agent that continuously observes user behavior in order to be “helpful” starts to resemble a monitoring system by default. Even without malicious intent, the data collection required to make agentic AI effective can conflict with privacy-first design.
This is especially relevant for encrypted platforms and secure communications. Signal’s entire model depends on minimizing data retention and access. Agentic AI pushes in the opposite direction, favoring broader visibility and long-lived context.
Security Isn’t Just About Bugs
Signal’s critique isn’t limited to bad actors or software flaws. It’s structural. Systems that can act independently amplify the consequences of any failure. A single compromised agent could make decisions, send messages, access services, or expose sensitive data at machine speed.
That shifts the security conversation from patching vulnerabilities to questioning whether certain capabilities should exist in the first place, or at least under what constraints.
A Caution, Not a Rejection
Signal isn’t arguing that agentic AI should be abandoned. The warning is about pace and posture. The push to deploy autonomous systems is outstripping serious discussion about governance, consent, and failure modes.
As agentic AI moves from demos to products, Signal’s message is simple: autonomy changes everything. And without clear limits, the line between assistance and surveillance can blur faster than most companies expect.
